Not everyone can apply as they are not eligible for this kind of aid. In the US there are many community colleges that are less costly the first couple of years. In Europe there are even countries where you can study for free to a university degree. The only costs the students have to cover are those for litterature, and living of course. The possibilities to loan are generally very good in europe and many students from developing countries go there to get there degrees.
